Fireman Sam is Norman's older brother.
Dilys had him when she was young.
He came to Pontypandy looking for his mum but never revealed himself to her.
So he stays close by to watch over her and Norman.
That's why Norman gets away with murder.
A lesser man would have strung Norman up by the toenails by now but it's secretly his brother and he's fond of the little tyke so he protects them both.
