Error is Fate's toy, but Fate isn't in control of everything specifically soulmates. There isn't a limit to how many souls mates a person can have, but there is a fact that a person can die if they lose multiple soulmates. The pain of a bond breaking can cause all kinds of problems including insanity and giving up on life depending on how strong the bond had developed.

Soulmates aren't boxed into one concept though. Soulmates are there to teach each other and to help each other grow as a person. A childhood friend, a sister, a brother, an enemy are all forms a soulmate can take and will give you life lessons. Of course most people only ever have one or two, but with Error living for thousands of years he has met quite a few of his soulmates.

They're all dead though through Fate's cruel hands the moment they discover Error found had found one of his soulmates. Unable to join them in death and forced to live with the ache of memories and the broken soul bond. His guilt and spite at the fact he can't keep them safe is at an all time high.

His first soul mate String had taught him the art of sowing and knitting. That his hands can create and not just destroy. Even in his broken sanity that there was more to life than just destroying everything.

Fatal Error was short lived. They had only met twice, but the being desired death more than anything the second time they met. His code was so glitched up he was in constant pain and his mind was almost lost to insanity. Error had to put him out of his misery. It had hurt even if the bond was only brief in nature. It was a lesson Error had eventually accepted that he couldn't falter even if it hurts. To never turn his back on a soulmate or else they could become like this.

Error 404 who had been his mentor. He shielded him and protected him from Fate. Taught him to master combat and wear the mask of a puppet. Who was eventually outwitted and snuffed out by Fate after centuries of learning how to deceive Fate. But that day even as the familiar pain of the bond snapping and grief fill him, he had learned the deities can bleed.

Swap who had been his mate and survived Fate for almost as long as 404. He was tricky and brought Error joy with his happy yet perceptive personality. He showed Error how to make the little things in life worth it. That one day his patience will prevail and how to roll with the punches. His lose had hurt more than any other and the wound was still fresh on his soul for it was only a century ago his most recent soulmate was by his side.

He had different soulmates throughout his life. Some stood out more than others, but all of them had been truly life altering. Error knew Nightmare had his gang who were a group of soulmates while even the soulless bastard had Dream and Blue as soulmates. Error would just have to accept being alone and tortured by Fate until he could gain his freedom. With the mask of an insane destroyer to the masses and his mask of vulnerable toy forced destroyer Error to Fate.

(Error's soulmates had a big impact on his personality that taught him how to hide himself. To turn back from his insanity and accept who he is. To not hesitate to destroy to keep himself safe unlike other Fgod Errors and let the harsh words of others role off him as they mean nothing to him. Only his soulmates had mattered and they all had accepted him for him.

Error is apathetic towards everything else, but pretends to be more emotionally and physically hurt than he actually is so Fate doesn't somehow find a way to actually upset him. He keeps his mask on even in the antivoid and only takes it off when he's in Outertale so the voices in the antivoid can't blab on him. He though knows how to sensibly stay hidden and is far away from the earth and moon and instead sits on asteroids near the other planets.[I can't remember where but I remember this one line about Error wanting to stay hidden so he teleports to snowdin actually I can think of more than one fanfic that does this. Lol yeah being in the one area where the one person you'd want to hide from is a totally great idea. I know it's a plot device thing but it's always been kinda funny.]

The Star Sans don't happen till a decade ago. Blue is actually a copy Sand the universe made as the original Swap his mate is dead. Error does hold back against him because he reminds him of Swap. Another reason he's piled up more hate for Fate.

(Error has more soulmates than the examples I give for this idea. In my head I was thinking Error had 13 soulmates. Each soulmate gives a life lesson to Error and makes him more determined to break free of his chains. Soulmates are the general concept of this omniverse so the deities can't control it.)
(An event causes this to be revealed to the others maybe by a potion, his dreams revealed by Dream/Nightmare, or an au where you meet the memory of your soulmates if they're dead.)
