Outside the borders nothing was left but rust and decay. When the establishment took over they formed the council- a group of six men telling everyone what to do- and made the promise to rebuild and save their citizens. Instead, they hunted down supers. These people had powers so strong they could take over countries in the middle of the night and no one would see them coming. The establishment made sure to take out every single one of them. Well... almost every single one of them. Little did the establishment know that if they couldn't survive above ground, then they would have to go under.
