There were only 8 at the beginning of ThunderClan.* Yeah, unless your story will span across more than one book, if you have like 20 warriors at allegiances alone, I'm already disinterested and afraid. It will be absolute gymnastics trying to give everyone equal screentime and presence and individuality. Instead of introducing me to the cast of characters, it just feels like handing me a list and telling me to start memorizing their names and appearances, because they're probably not getting any adequate attention in the story. Even in canon books, you open a recent book and god help you if you haven't read the previous arcs.
Of course, with most things, it's dependent on the story. Maybe you want to show a bunch of cool kitties only to kill them off en masse in a grand tragedy. Sure.
