I was surprised too and turned my head to see Katsuki and another guy, I recognised him from the entrance exam, it was Monoma.
He was riling Katsuki up by mocking him on having been attacked by villains once every year and being a helpless pup or something. He also mentioned that his class had been observing everyone from class 1-A by being right behind them the entire time except for a few who didn't agree.
