Whumpee was recovered physically, but not cognitively. Cognitively, they may never get back to where they once were after the experiments done on them by Whumper. The electrocutions essentially fried parts of their brain that were then vivisected for further examination.
Whumpee needs help doing basic tasks and remembering how to do things. Caretaker has come up with a binder that has an index of hand typed How To's and Do's and Don'ts for basic life situations.
"Do turn the handle of the pot toward the side or back of the stove when boiling water. Don't touch anything but the handle when doing so."
Caretaker came up with this to keep Whumpee safe when they weren't able to be with them all times of the day.
