Unlike most characters in Honkai Star Rail who are alternate versions of Honkai Impact 3rd as well as other versions like Gun Girls Z, Welt Yang is an actual character that came from the HI3 universe which we know is confirmed that Honkai Star Rail takes years place after the events of the Alien Space manga which for reference takes place in the year 2029.

And Alien Space takes place 12 years after the events of Great Eruption aka Project Stigma and 11 years after Part 1 and 3 years after APHO where it was confirmed that the Sky People were defeated and as we all know Welt ventured to the Honkao Star Rail universe to save that version of Himeko or another we don't know the details as to how and why what we do know is that Welt went to the Star Rail universe. But the biggest question is why aren't the rest of the Honkai characters in Star Rail? What's the reasoning behind it? Which is why for today's discussion I'm going to try and answer the question in a way that makes sense so without further ado let's get started.
Honkai Impact 3rd is OP
The first here is that the there is a massive gap between Honkai Impact 3rd and Honkai Star Rail. This is actually huge especially when you see how scaling in Honkai Impact 3rd and how it compares to Honkai Star Rail. There are a lot of examples of this but I think to demonstrate how powerful the verse is if we look at some of the most important feats like for important feats such as Kiana was able to destroy this space void which contains infinite 11 dimensional universes like sheets of paper.
