The Earth we live on is Earth-0, the original Earth where the multiverse was born and every other universe got it's origin story. The multiverse is so complicated that everytime a work of fiction is created on Earth-0 it becomes reality in its own universe. The multiverse has entirely different rules than time travel but some of the same rule. Only certain people can travel the multiverse.
