It's not that hard and your circle doesn't have to be perfect. Neither is mine.
Also, for the sake of fuck, use a compass/rounder or a bangle if you can't.

Next step, draw the axis (a straight/ very slightly curved line) in the direction you want the face to be.
I'll be drawing a forward-facing character, then, from the edges of the circle to a suitable length of the line, draw the jaw/chin (?).
