I think that the Diamonds were the first gems. They decided that, 'hey let's go make more of us and raise an army'.
So after a while, they had what they wanted. They had an army, a kingdom.
But the problem was that the basic gems, like Pearls and Peridots are not important and too expensive. So they make them in a sort of factory, all of them are the same, and easily breakable since they're mass produced.
That's why Peridot is trying so hard to keep her status even after she left Homeworld, because she's just a Peridot and she doesn't want to fall down to the level of a Pearl, and for a Pearl, they don't want to fall down to the rank of a rebel.
But that's exactly what Pearl did. She was a defect, she didn't have any place to go. So she become a rebel with Rose, simply because she no longer cared about her rank or her position.
