"Okay. That's enough," Steve said, making Secretary Ross nod to his aide to turn the images off. You glanced at Wanda who had looked away after the Lagos photos. Your heart ached to reach over to the guilt-filled girl and assure that it wasn't her fault. But right now you couldn't.

Your eyes darted to Ross who had started speaking again.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He passed a heavy book to Wanda which she glanced at before sliding it to Rhodey. You watch the exchange, hoping you could read through it later.

"The Sokovia Accords. Approved by 117 countries... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary," Ross explained. Steve spoke without looking up at him.

"The Avengers were formed to make the world a safer place. I feel we've done that." You could practically hear the pride in hear his voice.

"Tell me, Captain, do you know where Thor and Banner are right now?" Ross asked with some confidence that had appeared in a second. Steve looked up, meeting Ross's eyes, but he said nothing. "If I misplaced a couple of 30 megaton nukes... you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."

"So, there are contingencies," Rhodey spoke up. You looked at him as he passed the book to you. You took it and placed it in front of you, planning on reading it after Ross leaves.

"Three days from now, the UN meets in Vienna to ratify the Accords," Ross said. Steve glanced at Tony, who had been very quiet against his characteristics. "Talk it over."

"And if we come to a decision you don't like?" Natasha asked, looking up at him and glancing at you.

"Then you retire," Ross said before he was led out. You glanced at Natasha and noticed she was stifling a smile. You looked down at the Accords and flip through the book. Thanks to your speed, you finish reading the Accords in a few seconds. You sighed as you finished reading the book. It wasn't pleasant and you could tell that things would only get harder.

"Secretary Ross has a Congressional Medal of Honor, which is one more than you have," Rhodey argued against Sam. You rubbed your temple getting tired of their arguing. They had been bickering for more than an hour.

"So let's say we agree to this thing. How long is it gonna be before they lock us like a bunch of common criminals?" Sam crossed his arms, taking a step to Rhodey.

"117 countries want to sign this. 117, Sam, and you're just like, "No, that's cool. We got it."" Rhodey sassed back at him. You sighed softly and played with your magic a little, which was similar to Wanda's, hoping it would calm you down from exploding at the two.

"How long are you going to play both sides?" Sam asked Rhodey.

But before Rhodey could answer, Vision said, "I have an equation."

"Oh, this will clear it up," Sam said, facing Vision now.

"In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commensurate rate," Vision explained, moving his hands now and then.

"Are you saying it's our fault?" Steve asked with an accusation tone in his words.

"I'm saying there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict... breeds catastrophe. Oversight... oversight is not an idea that can be dismissed out of hand."
