We nations have indeed our own will.
Don't assume that we don't have our friends, our ideas, our fashion and our intentions.

Over the while we Nations got so called ,,Human names".
If we do a friendship for our nation(s) we use our country's name.
If we do it because we like that person we use our human names.

As you may know, my human name is Honda Kiku (Kiku Honda for you western people).
China's is Wang Yao/Yao Wang.
Russia's is Ivan Braginsky (I don't know if it's ,,Braginsky" or ,,Braginski". One of them is the Polish version.)
Germany's is Ludwig Beilschmidt,
Prussia's is Gilbert Beilschmidt.
Switzerland's is Basch Zwingli and Austria's Roderich Edelstein.

The other nations have human names as well.
You see, brother can have different last names, this could be caused, how strong their ,,Brothership" is.
Prussia and Germany see themselves as brothers, how different they are, they see each other as a brother.
-Wait, Tasukete! Gilbert don't take my laptop!

Gilbert: I SAW MY NAME!
As a country, of course I hate Germany. It's his damn fault that I was dissolved! If he just hold the f*ck up I would still exist!
But, as a person. He is brother, how could I ever hate him?

So do Veneziano and Romano.

Austria and Switzerland are also brothers of Germany and Prussia, but they don't accept it. That's why they're last names are different.

Or Norway and Iceland. Iceland doesn't want to call Norway Brother.
So they have different names (Otherwise, it can be caused because they didn't knew they were actual relatives.)

Kuro: Ugh. It takes decades 'til he comes to us! We have (mostly) the same last name as our 1P.
Honda Kuro, Luciano Vargas, Flavio Vargas...And it goes on.
After all, we are just the dark side of the damn "original".
I hate that word. As if we're just a f*cking copy! Tz. I guess I vanish again. Before some crazy "fangirls" come after me and I have to....defend myself by killing.

Let's get back to "free will".
Let's pick Lithuania and Prussia...
Tolys and Gilbert. (Some people mistake Tolys for Toris, since in my language li/ly/y doesn't exists. It sounds way better, but Tolys is an actual Lithuanian name.)

Of course, as Prussia and Lithuania they hate each other more than everything else.
But I let Tolys and Gilbert write about their human relation.

Tolys: As you know, I hate Prussia. But after all, Gilbert is the only one remembering my Duchy.
And I don't hate Gilbert that much as I did before 200 years. It doesn't mean I like him...It only got better.
You can talk with him...
The time when he lived with us and Russia was a time when I got to see Gilbert in a different way.
I know that some people ship us...
But I still don't like him.
He destroyed everything.
And to be honest, It never will be better. Maybe, friends...But not anything closer..

And now Gilbert...

Gilbert: Eh? Tolys and I? Hm...I never really hated him. It...was rivalry. I know that he hates me, but what should I did?
Ignoring the order?
I kinda like him, he is honest, helped me while I lived with Russia and he is smart.
As Prussia I hate him...
As Gilbert I...maybe like him? I don't hate him but if I really like him...I don't know.

The same goes to Belarus and Russia. They actually get along pretty well.
Ukraine and Russia meet as persons as well.

And what's with you and America?

Hch....I can't hate him. Not as a country nor as a person.
I wasn't better, even tho I didn't drop two atom bombs.
He is...my friend I guess. As persons and countries.
As much as I hate him sometimes...It didn't hold on for ten minutes.
