Prussia had once long hair. It ended under his shoulder and Prussia preferred it to put it in a ponytail.
This was in his youth, so when he got burned and couldn't flee, his hair got short. It happened over and over again, so often that Prussia can't stand it when his hair is long. He misses it, of course, but it reminds him to much of the flames.
Prussia also is quite good with long hair. He can braid it and can quite good stiles. Sometimes Hungary or China allow him to play with their hair. China thinks it's relaxing, Hungary just likes Prussia's stile how he makes her hair look. (When Liechtenstein had long hair, she also goes to Prussia to learn from him how she braids her hair.)
