Sweden wasn't always so quiet. It went like this after Denmark snapped and made a bloodbath in Stockholm during the Kalmar Union, because Sweden rebelled against Denmark, who was the ruler of the Union.
Soon after this the Union splitted up.
Sweden also is as far as I know the only personification which rebelled against their superior.
He doesn't nod it of, he discuss it.
Either, he finds a way to prevent hurting Finland or he finds a way which is way more effective and better.
He would go so far and kill his superior for Finland's protection.
Sweden for example outed himself as gay in front of his superior very early.
1948. His superior first was against it but Sweden kept arguing and fighting for it.
Every superior he had/has since then was supportive. Finland did it after a while too. UK too. He stated that he loved the frog.
