In short, no, you cannot. Sometimes, STIs have symptoms such as ulcers, blisters, or pimples in the genital area. If you notice something like that in your potential partner, it's better not to have sex with them or at least use a barrier method of contraception (condoms).
However, STIs often don't have any symptoms, especially during early stages, so it's possible for someone to be unaware that they're infected. In most cases, STIs can be detected only by laboratory tests.
To be on the safe side, it's best to always use condoms when having sex with a new partner.
