Background information
Hisoka and Shizuko have been living with their mother ever since their parents quarreled over their safety. The father left the family and once their mother died of unknown means due to her work, they were left alone.
Hisoka took the role of playing the mature older brother to take care of his sister. They were able to graduate from junior high and was recommended they go to ANHS by a teacher who supported their efforts. 
When Hisoka agreed, they immediately started preparing for it. Eventually, they got accepted.
