Edit: Summary of the story:
USSR was feeling sad..and wanted to end his SHITTY LIFE. (Me--) When, he dies he met his old self. Which is Russian Empire. In my POV in this story..Russian Empire was recarnate into USSR. So in the very end there is a conversation about it, right?
So, Russian Empire lead USSR into the Underworld where all countries go and die. After they die, of course.
And that italic part on the bottom was countries who greeted him.
Saying..

"Hello, Welcome Home, USSR."

Was that part I was referring.
