Thomas: He says it all the time. After he kisses you or when he leaves for the Maze. He doesn't just want it to hear it back. He just wants to let you know every day.
Newt: Whenever you two are alone because he's not big on PDA. He would stare at you for a long time and whisper it then kisses you.
Gally: he tells you at least three times a day. In the morning when you wake up. Any random time, and the. At night when you two go to sleep. Sometimes even more then once.
Chuck: he gets really shy to say it to you but you know he really does love you. When he does say it, he's really awkward about it.
Frypan: He screams it from across the Glade. "LOVE YOU!!!" he does that just to embarrass you.
