Pets arnt allowed in the State House. This rule was put in place because Florida would keep bringing in Gators and, when told they can't stay, argued that if the south can have chickens and Alaska brought in a moose that he could have the gators.
Pets wernt allowed after that, but the moose stayed. No one wanted to mess with the moose.
Gov is nicer to the states then other governments and won't hesitate to hurt someone that hurts one of his states.
Like Texas with Austin, all states can have their capitals and regions that can appear, but unlike them they are their own people.
I'd like to imagine that after the state house was made the states who didn't want to deal with their regions or capitals forced them into a "in-state house" or something like that where they all where forced to live together because if the states have to suffer so do they.
