Okay, this might be tied into the death chapters
However, it's just about the states ghosts being rats, no angst. Probably.

Also I'm just struggling to think of more ways to die, so gimme a bit to finish the last chapter

All the ghosts had been brought back to DC's home by DC unintentionally attracting each of them while he goes on his business trips around the country

DC owns a music box in his office, which unintentionally attracted a lot of the younger ghosts there. Mainly just because they were being curious. Once them and DC were able to talk, Alaska and Hawai'i constantly asked for him to play it(mainly Hawai'i since Alaska was being shy).

Cali likes to read from the books on DC's shelves, to the point where DC has just bought him books specifically.
He's particularly fond of the children's books, like "Oh the places you'll go" or the Winnie the Pooh books DC got.

Even though things tend to get heated between some states for,,obvious reasons, no one ever tries to let the smallest states overhear. Mainly being because the two youngest ones are literally 10. They may be from a different time, but they have enough morals to know not to fight in front of the kids.

No one has the heart to ask how Hawai'i and Alaska got to where they are.

DC definitely thought he was hallucinating from sleep deprivation when he first saw the ghosts.
He still kind of can't tell sometimes.

The Texas and Oklahoma relationship is,,,confusing
Because while Texas is obviously angry that Oklahoma shot him, he also ended himself because of it. And on the other end you have Oklahoma who shot almost purely out of fear of the other shooting, only for Texas to not go through with it, but also doesn't know how to address it and ends up just staying angry. With all that mixed together, they just trying and not interact, or else they'll either start a fight or Okie will start crying.

It could be taken as two stubborn men too confused to admit what happened, or just really strange gay tension with murder mixed in. Give or take

Ohio couldn't remember the face of his killer until he actually met Michigan again as a ghost, and the two are the complete opposite of other two rivals
They are constantly arguing whenever they see each other, other states being forced to keep them apart.

Indi, Alabama, and Ohio go in a little group, same case with Mass, PA, and Mary
No one else really knows why they just got so close out of nowhere, but don't bother to question it

There has definitely been a point in time where two states are fighting and someone goes too far and brings up their death. It gets especially touchy if their death was a form of suicide. It usually gets shut down by another state very quickly, however there have been some times where just no one says anything.

Yes it was California that it was happening too, and New York had to go find him and calm him down afterwards, sue me

When Alaska and Hawai'i aren't together, Hawai'i is almost always stuck to one of the taller state's side. Usually someone like Texas or New York because she sees both of them as tough enough to protect her.

Meanwhile Alaska is just somewhere wandering the home, probably just staring out a window

Florida and Loui were a new level of happy when they saw each other again.

With that said, they cause the most ruckus towards DC, turning the TV on randomly, sometimes closing his notebooks when they think he'd worked too much. Sometimes asking him dumb questions.

DC: Sure, show me the type you want
