Belmura: What exactly even makes one a "High-Fabled" constellation?
Hizo: A good Question, if a Constellation is born and praised like a god they will be granted, High-Fabled Status, the Aztecs gods were heavily worshipped by their people, the longer the Worshipped the better chance they'd be granted "High-Fabled" Status.
Belmura: so a High-Fabled would be stronger than a regular old fabled right?
Hizo: Although that might be the case their are some exceptions, the best way to go up in ranks as a Constellation is via Incarnations like us, The Constellations do as they're told with the Support and go up in ranks, obviously only having one at a time is slow, so powerful Incarnations are capable of selecting many at once, forming what is called a "Familia"

Hizo: But some Incarnations although stronger could potentially be limited due to a qualification an incarnation must pass, for example, Odin has had no Incarnations but remains on the Breach of High-Fabled with his own strength alone, so even without Incarnations his power is still on par with a High-Fabled or maybe even a Low-Mythical.
