During the cold war, some of Soviets states 'joined' the KGB to spy on the Americans because why not
Also, some of America's states joined the CIA (but they did so of their own free will) to spy on the soviets and help stop the spread of communism
they both had some of their children spying on the other so they had an unspoken agreement that should one of the other's children be captured they would not be hurt. Even though Soviet doesn't really care about most of his states that much, he still doesn't want them hurt, and America does care about his own states also.
