HRE was a loosely connected pile of... idek, states, nations, principalities, whatever. You name it, HRE probably had at least one of it.
When they were all more unified, they usually just vibed together in a (massive) house, in the later years, they still lived in that house together but they had more conflict and had formal relations with other countries and the like
(I remember hearing that at some point in time, the HRE and the US existed at the same time, but after some research, there wasn't any formal relations as the HRE was too...powerless? fractured? disconnected? i forget the word, but would they have met?)
