Agent Odell told him they're finally letting him go, but really it just looks like they're handing him over to some scientists for experimentation. This feels more like a social or behavioral experiment than anything else though -- with Dr. Pierce inviting him to her family nights, and not just enrolling him in her husband's school but making him ride with her daughters to and from. This is the closest thing he's ever had to a real family, the Pierces are the family he chose, and if he and Jennifer ever teach each other how to control their abilities, then he's protecting his family.
