The Enterprise's technology never saved Aldea. Might as well have wiped them out since Aldeans remain sterile while rapidly approaching extinction. He's from the final Aldean generation; it's on them to find a solution and they have. They said fuck the Federation when they first engineered propulsors and outfitted them to the planet, and now that it's time to finally move Aldea away from its sun and those rays, they need to keep that same energy. Right after his homeworld started its journey out of its system, the authorities started rounding up those who improvised this solution without permission. It's his first time in a maximum security intergalactic detention center, and since he was taken in, he hasn't heard any updates from home. On top of everything else, Section 31 apparently sees him as a asset instead of a liability. They're acting like they're his only option of getting out, and they might be. All he knows is he needs to break out and get back before his planet hits a iceberg. Doesn't matter if they turn him into a criminal along the way -- or he does that on his own -- or even if a Starfleet officer on leave ends up helping him get back, he needs to not be the last Aldean
A LITTLE EXTRA : You can change his background but basically he's Richard B Riddick in Star Trek universe, especially after everything with his planet, and the plot's based on Wandering Earth -- the movie haven't read the book/s
And this can take place whenever, pre-S1, somewhere during the 2 seasons, post-S2
