Withered Freddy is the original version of Freddy. He used to be in a previous location of Freddy's, before he and the rest were deactivated and put into parts and service at a new location. He is the suit where Gabriel's body was hidden. He was first revealed in the first teaser for FNAF 2.

FNAF 2:
Withered Freddy is first seen in the Parts and Service room just laying on the floor. He is the last animatronic to move. He will appear in the main hallway, exiting Parts and Service. Sometimes he's seen in Party Room 3 with only 1 eye working, and then he goes down the hallway ready to attack. In a game over minigame, it is shown that Withered Freddy, along with the Marionette tried saving some kids, but he was stopped by William Afton. After the new location closes, Withered Freddy is taken apart and used to make the new animatronics in the FNAF 1 location.
FNAF 3:
Withered Freddy isn't technically in this game, but a hallucination version of him appears. (Phantom Freddy).
FNAF 4:

Withered Freddy only appears on a screen where it shows the Marionette putting the kids into their suits. Minigame style.
