In Kuuga's Final Form: Ultimate Form, Kuuga can only control himself for a short period of time, but if the Noble Phantasm in a long term battle, he will completely lose control and use his power that could even destroy the entire planet, the master must sacrifice one Command Seal to forcefully make him revert to his regular Rising forms or calm him down with reason
