Hunting, gambling, sleeping during the day, having fun with women, and making useless trips can all be very harmful to a king.
The king should always appoint qualified advisers. Even the easiest tasks can be very difficult when carried out by an individual, so what about the task of running a government?
The king who protects his people properly gets one-sixth of the charity that those people do. But if he fails to do so, one-sixth of the Dharma goes to him.
When a king charges only taxes and fines without providing proper protection to his people, he immediately goes to hell. He is said to be the collector of all the sins of the people as a whole.
