A quarter of Adharma goes to the culprit. A quarter goes to those who find it unstoppable (if it can’t be prevented it won’t go away). One-fourth goes to the ministers of his court and one-fourth to the king. But if all the rest condemn this act, sin is available only to the guilty. (8.18-19)
They should not force anyone to pay a fee, as they are more than two months pregnant, wandering monks, former householders now living in the jungle, Brahmins and those wearing religious symbols. (8.407)
