A king should always respect the scripture, the sick, the children, the elderly and the poor.
The king should not allow gambling and betting in his court for any reason. They are two deadly evils that destroy the state. Gambling is playing with inanimate objects (playing cards, dice, etc.). Racing is playing with creatures (such as racing-horses or rooster-fighting).
