The Shadow Council was the order formed together with the appearance of the Shadow Schools. They are the highest order of all. They are composed of the most elite and powerful Shadows, tasked to oversee their assigned Shadow Schools, maintain peace and order, and to report any tyrannical or abusive acts amongst the schools. The Shadow Council rules all the properties that are Shadow-related and will take any responsibility also related.
The Shadow Council was believed to work with the clans, Stray Bloods and Ironhearts. It was only a rumor and got forgotten over time. The Shadow Council will never be infiltrated nor will they betray others to commit unjust and traitorous actions.
