Due to the rain, there weren't many pedestrians outside. Those that came and went were all carriages. However, many from inside the nearby shops peered out the window to look with curiosity. They would then soon retract their heads though. It was only instinct to fear for their own lives. Since the government officials were on duty, at the very most, civilians might dare to look but didn't dare to voice objections.
