15. Sokovia Accords

A months later was the day when everything changed. When I was done with showering I made my way to Wanda's room. She was watching the news. " Can I come in?" I asked. 

" Of course." she said giving me some space on the bed to sit on. I put my arm around her shoulder making her put her head on my shoulder. It had been a rough couple of weeks for all of us. But she had really taken a hit. 

I decided to watch the news with her.

News Anchor #1: 11 Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos, Nigeria, last month. The traditionally reclusive Wakandans were on an outreach mission in Lagos when the attack occurred.

King T'Chaka: Our people's blood is spilled on foreign soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent, is no victory at all.

News anchor #2: They are operating outside and above the international law. Because that's the reality, if we don't respond to acts like these.

News Anchor #2 How are we supposed to trust them? We don't even know who The Flashlight is. For all we know she could be a fugitive. And What legal authority does an enhanced individual like Wanda Maximoff have to operate in Nigeri -

Steve turned off the TV when he walked in. He put down the remote and leaned on the doorframe. " O, your dad arrived." he said. I hadn't seen him in a month, he had been travelling around for work. " I'll be going then." I said and made my way down to the conference room.      

" Dad!" I yelled jumping in his arms. 

" Hi there Pumpkin." he said in the hug. But I let go when I noticed he wasn't the only person in the room. There was an older man standing in front of the big table. 

" Oh, hello." I said not really knowing what to do. 

" This is The Secretary of State, Thaddeus Ross." dad introduced him. 

" Oh, nice to meet you." I said shaking his hand. 

" Nice to meet you too miss Stark. I should thank you for grounding my son a bit. " he said. Right, his son who acted like an asshole the year beffore.

" Why is the Secretary of State here?" I whisper asked dad.             

" You'll see." he told me.

A few minutes later all of us were in the conference room. " Five years ago, I had a heart attack." Ross started " I dropped right in the middle of my backswing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives... but while a great many people see you as heroes, there are some... who would prefer the word 'vigilantes'." 

" And what word would you use, Mr. Secretary?" Natasha asked. 

" How about 'dangerous'?" he asked " What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Here we go again with the 'the Avengers don't care about us.' 

He activated a screen behind him with the past battles we had fought. " New York." he said. A Chitauri leviathan, terrified citizens, a soldier firing a gun, the Hulk smashing into a building and sending a dust cloud to engulf the camera. Seeing him made me miss him even more. We still hadn't heard anything from Bruce. " Washington DC." The three Insight helicarriers, firing on each other, the destroyed Triskelion, a helicarrier crashing into the Potomac and throwing up a massive wave, engulfing citizens and the camera. I still hadn't forgiven myself for not being there. Dad and I were in Hawaii for a vacation with no cell service. " Sokovia." Terrified citizens, running. The city rising, a building falling over and a blue and white streak running through it. I saw Wanda staring at the screen. We had talked about Pietro a lot, we had our time to mourn. She missed him every day. I still miss him as well. Sometimes I still wonder how it would have been if he hadn't died. " Lagos." The burning building, paramedics moving a body, a dead girl. People we couldn't save. People that died because we had made a mistake.

" Okay. That's enough." Steve said making Ross stop the footage. 

I took the silence to speak my mind " I don't care about what people think. We do care about what we leave behind." 

Ross just ignored me, returning to his own speech. I didn't like the man, not even one bit. " For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He placed a thick document on the desk and passes it to Wanda. She picked it up and passed it on to Rhodey. " The Sokovia Accords. Approved by 117 countries... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary." Why would that be a solution?    

" The Avengers were formed to make the world a safer place. I feel we've done that." Steve said. He was right, without us those cities would be even more damaged. 

" Tell me, Captain, do you know where Thor and Banner are right now?" Ross asked. Well Thor was probably on Asgard. " If I misplaced a couple of 30 megaton nukes..." he said " you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground." The middle ground? They wanted us as their puppets. 

" So, there are contingencies." Rhodey asked. 

" Three days from now, the UN meets in Vienna to ratify the Accords." Ross told us " Talk it over."  And what if we didn't want to sign it? 

" And if we come to a decision you don't like?" Nat asked him. 

" Then you retire." 

They're really gonna do that to us? I needed to read all of it through before I could make a decision.
