Pietro Maximoff got into the city center faster than the rest of the Avengers because of his enhanced speed. The city was in a panic and no one seemed to be taking control of the situation. So, he did the only thing he could do, he ran into the police station to get help.
"We're under attack! Clear the city, now!" Pietro yelled at the officers but not a single one of them took him seriously.
Sighing, Pietro ran out of the police station and returned a second later with a rifle in his hand. Pointing it at the roof, Pietro fired a few warning shots and finally got the attention of the officers behind the desk.
"Get off your asses!" Pietro yelled at them before running out side to help with the evacuation.
Meanwhile, Pietro twin sister, Wanda was using her mind control powers on the people of Sokovia to get them to evacuate faster.

As the Avengers gather in the city center, they are joined by Stargirl, Iron Heart and Loki who had just returned from securing the dragon sanctuary on the Romanian border. Elsa lands next to her mother and father, the later of the two who was about to address the Avengers on what their next move was going to be.
"All they want is to live their lives in peace, and that isn't going to happen today," Cap informed the team, wanting them to realise the seriousness of the situation. "But we can do our best to protect them. And we can get the job done, and find out what Ultron's been building. We find Romanoff, and we clear the field. Keep the fight between us. Ultron thinks we're monsters and we're what's wrong with the world. This isn't just about beating him. It's about whether he's right."
