It seems like this guy likes you, since he smiles a lot when he's around you and seems happier with you. Him not making the move may be due to the fact that he is just a very shy person, or that he's just as interested in you. He also probably doesn't think you like him, so I think both of you need a little more time to develop the chemistry, and see where this goes. If you rush it now and ask him straight up whether he likes you or not, it might affect your friendship, so be patient. As you spend more time together, you will see more signs of him being interested in you (which he seems to be so far), and you can also give him obvious signs that you like him, such as smiling more around him and spending more time together hanging out. As for the eye contact, it's completely normal, and it is, in most cases, a sign that a guy likes you because he's shy around you.
Don't worry. Give it some time.
