I think your gift is such a lovely, heartwarming idea. You're totally right about Christmas being a time for giving thanks and showing your appreciation. In my opinion, I would say that giving her the letter as a gift is such a great idea that it doesn't matter when you give it to her. It would work well as a Christmas gift because your mum will then be able to end the year knowing how much she means to you, and it will also mean that she'll go into 2018 knowing it as well. Christmas is a great time to tell someone how much they mean to you, so this is a perfect gift. Also, giving her the letter for Christmas will mean that you have an extra two months to spend looking for a gift for her birthday.
I'm sure your mum will love the letter no matter when you give it to her though.
