It doesn't sound like he's serious about you if he sends all these mixed signals. That is, unless, he tells you he likes that girl just to make you jealous. Either way since he's not being clear about his feelings I suggest you confront him. Ask him why he's sending you mixed signals and talk it out with him.
There really is no way to know for sure except directly from him.
If, after that, he insists that he likes the other girl but still sends you signals despite you confronting him about it, I say you distance yourself from him a little. There is no need for you to get involved with someone who only wants to play with your feelings.
Once again, make sure you talk to him about it and try your best to get an honest answer from him.
